How to create a coment section that flows line to line?

I am on the last leg of this form design, and have stumbled into a dead end with my comment section.  What I need to have happen in this comment section, is to have 4-5 lines (on first page "shown"), that will bleed over into the second page, line by line.  Each line needs to have a bottom border so the text is not hanging out in the cold.  I have tried the subform and text field, but not panning out too well for me.  Any takers?  Thanks!
