Dropdown List Items with Same Raw Values

I know that you need to have unique raw values in a dropdown list otherwise the displayed value will show only the first instance of the same value items. However, I was wondering if there is a different way to do what I'm attempting...

 

As shown in the image below, I have a dropdown list with "Dept. Codes", but while the Dept. Codes in the list are all unique, some managers are associated with multiple Dept. Codes, and thus there are multiple raw values that are the same. I also have a "Dept. Manager" field that is auto-populated with the rawValue of the Dept. Code, which is the associated manager's email address. This all works fine. The problem is that if I select "12--ZZI Mfg - Waukesha", the wrong Dept. Code displays (10--ZZI Mfg - North Prairie) after I exit the field because both are associated with the same manager.

 

Is there a different way to have it email the correct manager based on the dropdown selection while keeping the Dept. Code from displaying the first instance of the manager's departments?
