Making radio button group "User Entered - Required for email submission

I’m trying to make a radio button group required before the end user is able to submit the form by email.  I’ve selected “User Entered - required” in the value tab for the object, but when I click “submit by email” there is no warning message and the form allows the email submission.  The form also highlights the radio button group like it is required.  Please Help.
