Accessibility on user created 'tab strip' control

I've created a form that uses 'tabs' that I've created to organize the document.    Great.    Basically each tab has graphics, a button to detect the hit, and a hidden checkbox to remember state.)   Under each tab of course is specific content for that tab.

Now I need to make this form accessible.    It seems like this tab strip is my sticking point.

Any ideas?
